Chili Cheese Steak

3 tablespoons flour
2 teaspoon salt
2 teaspoon chili powder
1/4 teaspoon pepper
2 pounds round steak 1 inch thick, cut into 6 pieces
1/4 cup shortening
2 cups chopped onion
16 ounces whole tomatoes
4 ounces sharp cheese

Mix dry ingredients and put on meat.  Brown meat and onions.  Add remaining flour to grease, put onion mix on bottom of casserole and meat on top of that.  Cover with tomatoes and bake for 1 1/2 hours in 350-degree oven.  Top with cheese.
